PUBLIC SCHOOLS
THERE ARE THREE PUBLIC SCHOOL SYSTEMS IN
BLOUNT COUNTY: Alcoa City Schools, Maryville
City Schools and Blount County Schools.
The composite average ACT score for the
state of Tennessee was 19.9 for the Class of
2019. The national composite average was
20.6. Maryville City Schools has an average
composite score of 23.8. Alcoa City Schools
composite was 21.7. Blount County Schools
composite average was 19.6.
ALCOA CITY SCHOOLS: The central o ce is
located at 524 Faraday St., in Alcoa. The
schools include Alcoa Elementary, Alcoa
Intermediate, Alcoa Middle and Alcoa High.
The system had a total enrollment of about
2,150 students in 2020-21, served by about
135 teachers.
MARYVILLE CITY SCHOOLS: The central o ce
is located at 833 Lawrence Ave., Maryville.
The schools include Foothills Elementary,
John Sevier Elementary, Sam Houston
Elementary, Coulter Grove Intermediate,
Montgomery Ridge Intermediate, Maryville
Junior High and Maryville High. The system
has a total enrollment of about 5,300
students, served by 375 teachers.
BLOUNT COUNTY SCHOOLS: The central
o ce is located at 831 Grandview Drive,
Maryville. The schools include Walland
Elementary, Union Grove Elementary,
Townsend Elementary, Rockford Elementary,
Prospect Elementary, Porter Elementary,
Montvale Elementary, Middlesettlements
Elementary, Mary Blount Elementary,
Lanier Elementary, Friendsville Elementary,

COLLEGES
MARYVILLE COLLEGE: MC is a private liberal
arts college that o ers more than 60
majors and pre-professional tracks. The
tuition for Maryville College is $18,078 per
semester ($24,661 with fees, room and
board) for full-time students. Total enroll-
ment as of September 2020 was 1,072
students.
PELLISSIPPI STATE COMMUNITY COLLEGE:
One of Pellissippi State’s fi ve campuses is
located in Blount County and o ers associ-
ate of art and associate of science degrees.
Pellissippi State Community College’s
tuition for fall 2021 is $171 per credit hour for
in-state students and $534 per credit hour
for out-of-state students.
DISTRIBUTION
Among the businesses in Blount County
there are companies that deliver food to
restaurants and other customers. Reinhart
Foodservice, 4721 Singleton Station in
Louisville, is one such company, along with
U.S. Foods, 269 Kings Court in Alcoa.
TOURISM AND ENTERTAINMENT
In Blount County, tourism focuses on a more
authentic vacation. The Great Smoky
Mountains National Park, the nation’s most
visited national park, is a main attraction
in Blount County and o ers a wide array of
activities near the gateway community of
Townsend that has easy access to Cades
Cove in the park. Blount County vacationers
can bike, hike, fi sh and launch their boats
for a quiet vacation while still being close
to metropolitan areas such as Knoxville.
Gatlinburg and Pigeon Forge are also close
should vacationers want to experience
places such as Dollywood or other popular
attractions. Blount County o ers natural
beauty with urban hubs nearby.

Blount County is home to many retail business-

The largest leader in retail in Blount County
is Walmart. There are two locations: the fi rst
Walmart is located at 1030 Hunters Crossing
in Alcoa and a second location at 2410 U.S.
Highway 411 S. in Maryville. Blount County
retail is also driven by grocers such as Kroger
at its newest location at 507 N. Foothills
Parkway, Maryville. In addition to these and
many other economic drivers, Foothills Mall
houses many retail venues and is located at
197 Foothills Mall Drive, Maryville.

Despite its growth in all areas of arts,
culture and entertainment, there’s still
the misconception that, in order to find
something fun to do, Blount County resi-
dents must make the 20-minute trek to
Knoxville. Nothing could be further from
the truth. From theater companies to live
music venues, from a state-of-the-art,
12-screen movie theater, to the hamlet of
Townsend on the edge of Great Smoky
Mountains National Park, Blount County is
a veritable playground for all ages.

APPALACHIAN BALLET COMPANY
APPALACHIAN BALLET COMPANY: The resident
dance company of the Clayton Center for
the Arts is East Tennessee’s premier clas-
sical performing company. Chartered in
1972, ABC’s company of dancers performs
an annual three-program season, providing
the region with the highest quality dance
performances. ABC o ers a wide repertory
from traditional classics to creative con-
temporary ballets and regularly performs
with the Knoxville Symphony Orchestra,

SCOTTISH FESTIVAL & GAMES
HELD IN MAY, AT MARYVILLE COLLEGE: Before
2011, the event was known as the
Gatlinburg Scottish Festival and Games and
was held each year in Sevier County. When
organizers of the nonprofi t event began
looking for an alternative location, Maryville
College o cials stepped in. The deal was
signed, and the festival was renamed
the Smoky Mountain Highland Games at
Maryville College. Given the college’s ties
to Scotland, from the institution’s mascots
to a number of revered traditions, it made
for a natural partnership. In 2014, it was
rebranded as the Smoky Mountain Scottish
Festival & Games, and it features Scottish
athletic competitions, food, clan tents, live

GREENWAY SYSTEM
There are over 800 miles of
trails in the Great Smoky Moun-
tains National Park, but there is
also a Greenway that stretches
through the Alcoa and Maryville
cities that gives citizens a place
to walk. The Maryville-Alcoa
Greenway is more than 12 miles
long and connects Springbrook
Park in Alcoa with the Bicen-
tennial Greenbelt and Sandy
Springs Park in Maryville. The
Greenway is accessible from
Maryville parks, such as Sandy
Springs and Pearson Springs, as
well as from Alcoa at Richard
Williams Park and Springbrook
Park. The City of Alcoa Green-
way features one-half-mile of
mountain trail at North Wright
Road near Springbrook Park.
BICYCLE LANES
Bicycles can be ridden on the
Maryville-Alcoa Greenway.
Extending from Springbrook
Park in Alcoa are 4.7 miles of
bike lanes. The Bicentennial
Greenbelt Park Trail in Alcoa
is nearly 4 miles long and fea-
tures a lake. The Townsend
Bicycle Trail is 9 miles long and
runs parallel to U.S. 321.
SMILES
For residents age 60 and old-
er, the SMiles (Senior Miles)
program provides transporta-
tion within Blount County. The
membership program costs $25
per year. In addition to the cost
of membership, the advance
purchase of four $6 round trips
is required. Rides are generally
provided between 8 a.m. and

HISTORY: Great Smoky Mountains
National Park was dedicated by
Franklin D. Roosevelt on Sept. 2,
1940. Before they became part
of a national park, the hills of
the Smokies were homesteads
to small farmers, and the trees
were resources to timber and
paper companies like Little River
Lumber Co. When the Smokies
became a national park, many
farmers were forced to leave
their homes, and those who were
allowed to stay were not per-
mitted to use any of the park’s
resources. Now the Smokies are
a popular visit for tourists and
locals alike. Visit www.nps.gov.
CADES COVE: The Cove is encir-
cled by a one-way, 11-mile loop so
that motorists may tour the Cove
at their own pace. Cades Cove
has the largest variety of historic
buildings in the park and offers
a lot of opportunity to see wild-
life. There is also a campground
and numerous trails. Visit www.

CAMPING: There are many types
of campgrounds offered in the
Smokies. The first of these is
“backcountry,” which is for back-
packers and requires hiking for
several miles to find a camp-
ing site or shelter. The next two
types of campgrounds offered
are called “frontcountry” and
group campgrounds. Group camp-
grounds are found in the “front-
country,” a developed campsite,
and house eight or more people.
Horse camps are also available
and offer hitches and primitive
camping facilities. The fee for
camping is usually $14 to $23 per
night. The Backcountry Office,
located at the Sugarlands Visitor
Center near Gatlinburg, is open
every day from 8 a.m. to 5 p.m.

permits can be obtained online
at https://smokies permits.nps.
gov or by calling 865-436-1297.
To make reservations at the five
campgrounds, and all group
campsites, horse camps and pic-
nic shelters, visitors can go to
www.recreation.gov or, alterna-
tively, book reservations by calling
877-444-6777. The system allows
campers to reserve specific camp-
sites and to make reservations
six months in advance. Group
campsites and picnic pavilions
can be reserved up to 12 months
in advance.
FISHING: Fishing is permitted in
the park and is allowed from 30
minutes before official sunrise to
30 minutes after official sunset.
All those wishing to fish within
the park must have a valid fishing
license from either Tennessee or
North Carolina. No trout stamp is
required. Disturbing and moving
rocks to form channels and rock
dams is illegal in the park. Fish-
ing is permitted all year in open
water. For information on daily

HIKING TRAILS: Because the park
is open year around, all the trails
are also open. Allow yourself
some extra time so that the hike
can be completed at sunset. To

one in person from The Great
Smoky Mountains Association.

your hiking or backpacking trip.
Office hours are 9 a.m. until noon.
LITTLE RIVER: Little River is locat-
ed inside the park and is popular
for tubing. There are a number of
tubing vendors in Townsend.
TOURS: Touring by auto allows
visitors to see the vastness of the
park. Most speed limits inside the
park are 35 mph. While touring,
visitors often see a wide variety
of the rich wildlife. Visit www.nps.

All children 12 years old

open deck of a recreational

by the boat. Flotation

ily accessible and in good
condition. Boats 16 feet or
longer — excluding canoes
and kayaks — must have

both stray and surrendered pets and eu-
thanizes them only if absolutely necessary.
Stray animals will be held at the shelter for
a minimum of three days, but animals with
tags will be held for fi ve days to give owners
a chance to claim them. After the holding
period, the animals are available for adop-

ADOPTAPET.COM: The Animal Rescue and
Fostering Networks in Maryville is the East
Tennessee branch of a national pet adop-
tion agency. The group facilitates pet adop-
tion and fostering. The adoption process
includes an application with a veterinary

SOME LOCAL LAWS
All dogs must be on a leash when in a public
area, park or public property where signs are
posted requiring a leash.
Noisy dogs are prohibited. Noisy dogs are
defi ned as “any dog which disturbs the
peace and quiet of others by loud and
frequent barking, whining or howling. A dog
shall be deemed in violation of this section
if it barks, whines or howls continuously for
a period in excess of one hour and fi fteen
minutes.
Dogs and cats are not allowed in any room
where food is prepared, processed, stored,
sold or consumed in any restaurant or
other food service establishment located in
Blount County.
The owner of any stray animal wearing a tag
that’s picked up by animal control will be
notifi ed and have to claim their pet within
ve days or the pet will be put up for adop-
tion. Any stray animal picked up by animal
control without a tag can be adopted after
three days.
The owner of stray hunting dogs with tags
will be notifi ed and have 24 hours to pick
the dog up and pay a fee if the dog hasn’t
been spayed or neutered.
Fines for breaking any of the above, or addi-
tional, county laws range from $50 to $500.

STATE
GOVERNOR BILL LEE (R)
TERM ENDS: 2023. Term length is four years,
limited to two consecutive terms.
William Byron Lee (born Oct. 9, 1959) has
served as the 50th governor of Tennessee
since 2019. Elected with 59.5% of the vote
in 2018, Lee campaigned as a business-
oriented Republican. Before entering
politics, he held various positions at the Lee
Company, an inherited family business; he
was the company’s president and CEO from
1992 to 2016.
Lee lives in Fernvale with his second wife,
Maria, whom he married in 2008. His fi rst
wife, Carol Ann, died in 2000 in a horseback
riding accident. After her death, Lee took
extended time o from his construction
company to raise his four children.
Lee attends Grace Chapel Church in Leiper’s
Fork. Lee previously served as a member of
the board of trustees of Belmont University,
chairman of the YMCA of Middle Tennessee,
president of the Associated Builders and
Contractors, and board member of the
Hope Clinic for Women and Men of Valor
Prison Ministry.

Here are the answers to some common
questions regarding Tennessee laws.
WEAPONS
Beginning July 1, 2021, Tennessee residents,
age 21 or older, are no longer required to
obtain a permit to carry a handgun. The
permitless carry law also allows residents
age 18-20 who are in the military to carry
a handgun without a permit. The mea-
sure does not extend to felons and those
convicted of domestic violence o enses,
people with a conviction of stalking, those
with a recent DUI conviction, or individuals
who have been committed by the court to
a mental institution. It is also important
to note that an individual or business may
prohibit or restrict weapons by posting
specifi c signage. Permits, either enhanced
or concealed, are still required to carry at
public parks, greenways, nature trails, etc.
Firearms also remain prohibited on school
property unless for very specifi c purposes. It
is also still illegal to possess a fi rearm while
under the infl uence of alcohol or any other
controlled substance.
Applicants for handgun permits must be a
resident of Tennessee, age 21 or older, have
completed a state-certifi ed handgun safety
training course and must not be federally
prohibited from carrying or purchasing a
handgun in any state. There is a $100 non-
refundable application fee for an eight-year
handgun permit in Tennessee. It costs $50
to renew a handgun permit, and renew-
als can be submitted up to six months
before the expiration of an existing permit.
Renewal applications can be submitted
in person at any full-service Driver Service
Center or by mail. Laws about where it is
permissible to carry handguns vary. For

Department of Safety’s handgun permit

MARRIAGES
To be married in Tennessee, both parties
must appear at the county clerk’s o ce to
obtain a marriage license that will be valid
for 30 days. The Blount County Clerk oper-
ates o ces in the Courthouse, 345 Court
St., Maryville (865-273-5800) or located
in Foothills Mall (865-273-5800). Blood
tests are not required. Both parties must
provide valid ID and proof that they are age
18 or older. Persons younger than 18 must
be accompanied by a parent or guardian.
No one under the age of 17 can be married
in Tennessee without a court order. The fee
for a marriage license is $97.50, or $37.50
if the couple has completed premarital
counseling with an approved counselor. For
information, go to the county clerk’s o ce.
VOTING
To vote in Tennessee you must be 18 or older,
a U.S. citizen and a Tennessee resident.
Voters must be registered to vote at least
30 days before election voting begins.
Voters are required to present photo iden-
tifi cation while voting. Convicted felons are
not permitted to vote in Tennessee unless
they have had their voting rights restored.
To register in person, you can go to the
county clerk’s o ce, county election com-
mission o ce, public libraries, register of
deeds o ce or the Department of Human
Services.
HUNTING & FISHING
While seasons and fees are subject to change
annually, hunting and fi shing licenses go on
sale Feb. 18 and do not expire until the last
day of February the following year. Most
licenses can be purchased at the county
clerk’s o ce, or at sporting goods stores,
boat docks, hardware stores, all TWRA
o ces and online. There may be additional
fees to order a license by phone, to print a
license at home or to have a license mailed

SMOKING
Smoking is prohibited in restaurants, health
care facilities, public and private educa-
tional facilities, hotels and motels and
“common use” areas such as lobbies and
restrooms. Bars that opt to allow smoking
are restricted to ages 21 and up at all times.
The tax on cigarettes in Tennessee is 62
cents per pack of 20s; $0.775 per pack of
25s. For other tobacco products the tax is
6.6% of the wholesale cost.
ALCOHOL
To drink in the state of Tennessee, people
cannot be any younger than 21. Beer can be
sold at grocery stores, convenience stores,
and gas stations, but liquor must be sold
in licensed stores. As of July 2016, wine can
also sold in grocery stores in various loca-
tions throughout East Tennessee, including
Alcoa and Maryville. For more information
