Authorization for the Chairman of the Board of Supervisors to Sign the Annual Medi-Cal
Cost Avoidance Program and Annual Subvention Program Certificates of Compliance
for Fiscal Year 2024-2025
STAFF RECOMMENDATION:
1. Authorize the Chairman of the Board of Supervisors to sign the Annual Medi-Cal
Cost Avoidance Program and Annual Subvention Program Certificates of
Compliance issued by the California Department of Veterans Affairs for Fiscal
Year 2024-2025.
DISCUSSION:
The Stanislaus County Veterans Services Office (CVSO) assists veterans, their
dependents, and survivors in obtaining Federal, State, and County benefits. This
includes:
Compensation for service-related injuries;
Re-open compensation for re-evaluation increase;
Veterans Administration medical care;
Vocational rehabilitation;
Benefits for convalescent and assisted living residents;
Survivors annuity based upon service-connected death;
Pension for war-era Veterans;
Death pension for survivors of war-era Veterans who died of a non-service
connected disability;
Dependent allowances;
California State Veterans Homes;
Request for military records and decorations;
Discharge upgrade and correction of military records;
Life insurance;
Burial benefits and National Cemetery information;

State college tuition fee waiver program for dependents;
Fishing and hunting licenses;
License plates;
Motor vehicle registration fee waiver; and
Veterans Tax benefits.
The CVSO also offers information and referral for education benefits, home loans (both
CA and Cal Vet), hospitalization, outpatient medical and dental treatment, alcoholism
and drug dependence treatment program, employment and/or unemployment
compensation, Small Business Administration, Social Security, and Post Traumatic
Stress Disorder (PTSD) counseling.
The annual Subvention Program partially funds counties for expenses incurred in the
operation of the County Veterans Services Office, in accordance with Military and
Veterans Code Sections 972 and 972.1, a State General Fund Expenditure, and 972.2,
a Special Fund Expenditure. The Stanislaus Veterans Services Office anticipates
receiving $310,572 in funding for Fiscal Year 2024-2025.
The annual Medi-Cal Cost Avoidance Program Certificate of Compliance is authorized
by Military and Veterans Code Section 972.5. The program establishes that all activities
of the CVSO reasonably benefit the Department of Health Care Services (DHCS) or
realize cost avoidance to the Medi-Cal program. All State and County Medi-Cal
Eligibility Workers who generate a Form CW5 (Veterans Benefits Referral) and/or MC
05 (Military Verification and Referral Form) will be instructed to indicate the applicant’s
Aid Code on the face of the form and send it to the local CVSO.
The California Department of Veterans Affairs requires that all counties receiving State
Subvention and Medi-Cal Cost Avoidance funding must certify that the county is in
compliance with the administrative requirements and regulations prescribed by the
California Department of Veterans Affairs. Compliance includes the appointment of a
Veteran to serve as the County Veterans Service Officer, a role held by a manager
within the Department of Aging and Veterans Services. The California Department of
Veterans Affairs also requires the county’s Chair of the Board of Supervisors to sign
Certificates of Compliance certifying that the county is in compliance with the Military
and Veterans Code Sections 972, 972.1, and 972.2.
POLICY ISSUE:
In accordance with Military and Veterans Code Section 970, the Board of Supervisors
may appoint a County Veterans Services Officer (CVSO) to administer the aid to
Veterans provided for in Division 4, Chapter 5, Military and Veterans Code. The CVSO
must be aware of, and abide by, the vast network of requirements and regulations as
prescribed by various agencies and levels of government, including the Military and
Veterans Code, Article 4, Sections 970 through 973; the California Code of Regulations
(CCR), Title 12, Sections 450 through 455; and Title 38, U.S. Code, Sections 1.5 and
14.6.

FISCAL IMPACT:
It is anticipated the Stanislaus County Veterans Services Office will receive
approximately $310,572 in funding for Fiscal Year 2024-2025 from the California
Department of Veterans Affairs. This funding will be included in the Department’s 2025
Adopted Budget.
BOARD OF SUPERVISORS’ PRIORITY:
The recommended action is consistent with the Board’s priority of Supporting a Healthy
Community and Delivering Efficient Public Services by obtaining State Subvention
funding for the Department of Aging and Veterans Services to continue to provide
excellent community services to Veterans who are residents of Stanislaus County.

presenting and pursuing such claim as they may have against the United
States. The County Veterans Service Officer and all accredited staff will also assist in establishing veterans,
dependents and survivors' rights to any privilege, preference, care or compensation provided for by the laws
and regulations
of
the United States, the State
of
California, or any local jurisdiction.
I certify that information contained within the VetPro database will not be distributed to any entity outside
of
the County Veteran Service Office, including other County Departments. Additionally, I certify that all
College Fee Waiver Approval and Denial letters will be generated within the VetPro database. I also
authorize the County Veterans Service Officer to actively participate in the promotion
of
the California
Veterans License Plate program.
I certify that this county, through the County Veterans Service Office, will maintain records for audit. These
records will be maintained for a minimum
of
two years. The county agrees to submit reports in accordance
with the procedures and timelines established by CalVet and in accordance with the Ca!Vet Procedure
