THE EXECUTIVE COMMITTEE RECOMMENDS THAT 3.737 hectares (9.234 acres), more or
less, of vacant land, located east of Brock Road and north of Finch Avenue, said land
being Part of Lot 18, Concession 2, designated as Part 12 on Plan 40R-28897, City of
Pickering, Regional Municipality of Durham, be purchased from 2143087 Ontario Limited;
THAT the purchase price be $2.00;
THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the land
free from encumbrance, subject to existing service easements;
THAT the firm Gardiner Roberts LLP, be instructed to complete the transaction at the
earliest possible date. All reasonable expenses incurred incidental to the closing for land
transfer tax, legal costs, and disbursements are to be paid;
AND FURTHER THAT authorized TRCA officials be directed to take the necessary action

BACKGROUND
Resolution #A161/15 at Authority Meeting #8/15, held on September 25, 2015, approved the
Greenlands Acquisition Project for 2016-2020.
Negotiations have been conducted with John Fox, Partner at Robins Appleby LLP, acting as
agent for the owner.
Access to the subject lands will be achieved through frontage on Brock Road.
Attached is a plan showing the location of the subject lands.
RATIONALE
The subject lands fall within TRCA's approved master plan for acquisition for the Duffins Creek
watershed as outlined in the Greenlands Acquisition Project for 2016-2020. On September 13,
2010, Council of The Corporation of the City of Pickering approved the amendment of By-law
3036, thereby permitting a mixed use development for townhouse dwelling units, apartment
buildings and commercial uses, with one of the provisions being that the open space lands be
transferred to TRCA. TRCA staff established the limits of the open space land, being Part 12 on
Plan 40R-28897.

TAXES AND MAINTENANCE
Based on preliminary review of environmental criteria for lands that are eligible to receive a
property tax exemption under the provincial Conservation Land Tax Incentive Program, it would
appear that all of the subject property would be eligible for exemption for the 2017 taxation year.
The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs
at this location.

At Authority Meeting #3/13, held on April 26, 2013, Resolution #A71/13 was approved as follows:
WHEREAS Toronto and Region Conservation Authority (TRCA) is the owner of Part of the
bed of Lake Ontario in front of Lot D, Range D, former Township of Etobicoke, City of
Toronto;
AND WHEREAS the subject lands have been turned over to the City of Toronto for
management, in accordance with the terms of an agreement dated October 11, 1972;
THEREFORE LET IT BE RESOLVED THAT the lease for a sales pavilion and associated
parking lot with Empire Communities (2183 Lakeshore Blvd.) Ltd. for a term of three years
commencing once Empire Communities (2183 Lakeshore Blvd.) Ltd. has obtained their
building permit, be approved;
AND FURTHER THAT authorized TRCA officials be directed to take the necessary action
to finalize the transaction including obtaining needed approvals and the signing and
execution of documents.
On February 1, 2013, TRCA and the City of Toronto, entered into an lease agreement with Empire
Communities (2183 Lakeshore Blvd.) Ltd. to construct and operate a condominium sales office on
TRCA-owned lands on Marine Parade Drive at Lakeshore Boulevard West, City of Toronto.
This lease was for a term of three years, which expired March 1, 2016 and included rent of
$123,000 plus HST per annum payable to the City of Toronto.

The new lease is for a three year period and rent will be $130,528.58 for Year 1, $133,139.16 for
Year 2:, $135,801.94 for Year 3, plus HST. The City of Toronto staff has advised that this proposal
is satisfactory to the City, which will receive the revenues generated.
A sketch illustrating the TRCA-owned land affected is outlined in Attachment 1.
FINANCIAL DETAILS
In accordance with the terms and conditions of the management agreement dated October 11,
1972, no revenue or expense will be incurred in this instance by TRCA.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region
Conservation Authority (TRCA) is the owner of Part of Lot 7, Concession 3 and Part of
Block A, Plan 6098, being Parts 1 to 16, Plan RS-1247; Part 14, Plan 64R-7900 and Parts 1
to 7, Plan 64R-1699, in the City of Toronto (TRCA Lands);
AND WHEREAS the TRCA Lands have been previously turned over to the City of Toronto
for management purposes, in accordance with the terms of an agreement dated June 14,
1961;
THEREFORE LET IT BE RESOLVED THAT TRCA concur with the City of Toronto
extending the lease of TRCA Lands with the Donalda Golf Club for a term of 25 years
commencing on January 1, 2036 and ending on December 31, 2060, for the purpose of
operating a golf course;
THAT said lease be subject to any requirements of the Planning Act, R.S.O. 1990, Chapter
C.13, as amended;
THAT said lease be subject to an Official Plan amendment;
THAT said lease be subject to the approval of the Ministry of Natural Resources and
Forestry in accordance with Section 21(2) of the Conservation Authorities Act, R.S.O.
1990, Chapter C.27, as amended, if required;

BACKGROUND
TRCA and the City and Toronto entered into a lease agreement for the subject property with
Donalda Golf Club on January 1, 1986 for a term of 25 years, expiring on December 31, 2010.
Under the terms of the lease there was an option to renew the lease for an additional 25 years,
commencing on January 1, 2011 and expiring on December 31, 2035. Donalda Golf Club
exercised this option and is currently leasing the lands until December 2035.
As Donalda Golf Club offers lifetime memberships, the club would like to secure the premises for
an additional 25 years following it’s expiry in 2035 to ensure security for its members. Donalda
Golf Club has therefore made the request to lease the premises from January 1, 2036 to
December 31, 2060.

City of Toronto policy considers a lease with a term of 21 years or more to be a sale. The subject
lands are under the Parks and Open Space Areas of the Toronto Official Plan and the plan
restricts the sale or disposal of owned, leased or managed lands that are designated Green
Space System or Parks and Open Space. As a relief to this requirement, Donalda Golf Club must
obtain a site specific Official Plan Amendment (OPA).
Also, as the lease is over 21 years, Donalda Golf Club will require consent under the Planning Act.
City of Toronto staff has delegated authority to approve the lease extension and have approved
the extension subject to Planning Act approvals and the OPA. Donalda Golf Club is aware of
these requirements.
A plan showing the location of the subject lands is attached.
FINANCIAL DETAILS
The extension of this agreement will not have any financial impact on TRCA. Under the terms of
the lease, the City of Toronto will receive all of the rental payments.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region
Conservation Authority (TRCA) is in receipt of a request from Hospice Vaughan to enter
into a lease agreement to construct and operate a hospice facility located on Islington
Avenue, north of Rutherford Road, City of Vaughan, Regional Municipality of York,
Humber River watershed;
AND WHEREAS it is in the best interests of TRCA in furthering its objectives, as set out in
Section 20 of the Conservation Authorities Act to enter into a lease with Hospice Vaughan
in this instance;
THEREFORE LET IT BE RESOLVED THAT TRCA enter into a lease with Hospice Vaughan
for the use of 1.1 hectares (2.8 acres), more or less, said land being Part of Lots 16 and 17,
Concession 7, City of Vaughan, Regional Municipality of York;
THAT the lease with Hospice Vaughan be subject to the following terms and conditions:
a) that the term of the lease be for up to 50 years less a day;
b) that consideration be the nominal sum of $12.00 per annum plus HST;
c) that the lease be subject to any necessary Planning Act approvals;
d) that the final terms and conditions of the agreement be satisfactory to TRCA staff and
solicitors;
THAT an archaeological investigation be completed with any mitigative measures being
carried out to the satisfaction of TRCA staff at the expense of Hospice Vaughan;

At Executive Committee #7/11, held on July 3, 2015, Resolution #B68/15 was approved as
follows:
THAT Toronto and Region Conservation Authority (TRCA) staff be directed to enter into
negotiations with Hospice Vaughan for a potential lease or sale of TRCA land for the
construction and operation of a hospice;

AND FURTHER THAT staff report back to the Executive Committee at a future date.
On April 19, 2016 at City of Vaughan Council, the following recommendation was adopted:
Whereas, Vaughan’s Vision is to be a city of choice that promotes diversity, innovation and
opportunity for all citizens, fostering a vibrant community life that is inclusive, progressive,
environmentally responsible and sustainable as an exceptional quality of life for all its
citizens;
Whereas, our Vision is for all citizens of Vaughan throughout all stages of their life;
Whereas, Since 1995, Hospice Vaughan a charitable organization provides
compassionate support to persons of all ages, their families and friends, coping with a life
limiting illness or dealing with the loss of loved ones to families in the Vaughan community;
Whereas, Hospice Vaughan has no fees for services provided;
Whereas, Hospice Vaughan and its Board of Directors has initiated a new vision for its
much needed services through a vision of creating a Centre of Excellence that will also
support end of life, palliative care with 10-beds;
Whereas, the establishment of such a facility with a centre of excellence for the delivery of
quality hospice & palliative care for the City of Vaughan through Hospice Vaughan would
support:
An integrated care model that includes stakeholders ranging from
universities/colleges, hospitals, family physicians, and other hospices, professional
and government health agencies.
Create the only palliative care beds in a hospice-centric facility for Vaughan’s more
than 320,000 citizens
Give Hospice Vaughan the ability to serve more than 200 families each year
Provide annual savings for the Ontario Ministry of Health & Long Term Care
(MOHLTC);
Whereas, Hospice Vaughan is seeking Council’s support in fulfilling its new vision by
providing the land necessary to locate a new facility that will have a Centre of Excellence
and 10 palliative care beds within the municipal borders of Vaughan,
Whereas, Hospice Vaughan recognizes that securing a parcel of land is a key
consideration for the LHIN’s funding allocation of the 10 beds,
Whereas, Hospice Vaughan has received support from Mackenzie Health to pursue the
creation of a Centre of Excellence with 10 palliative care beds,
It is therefore recommended:
1. That the appropriate Staff work with the Toronto Region Conservation Authority and
the Regional Municipality of York to bring a report back to a future Committee meeting
that clearly explores options for providing an appropriate site in Vaughan that is best
suited for Hospice Vaughan; and

2. That Staff work with Hospice Vaughan to identify any necessary approval timelines
from other levels of government and government agencies.
Hospice Vaughan is a charitable organization, founded in 1995, aiming to provide a centre for
hospice and palliative care. The organization currently has five staff and 120 volunteers offering
nine core programs, home visiting and counseling services. Hospice Vaughan is proposing to
construct a facility to help alleviate the lack of acute hospital and residential hospice beds in the
City of Vaughan.
The proposed facility will be 24,000 square feet in size and includes 10 palliative care beds, a
conference centre and day programs. Hospice Vaughan is striving to design based on LEED
(Leadership in Energy and Environmental Design) principals and would like to integrate
environmental best practices into operation of the facilities. TRCA staff will provide guidance to
Hospice Vaughan in support of their efforts to become one of the first LEED-rated hospice
facilities in Canada. Hospice Vaughan would also like to connect the facilities to the existing
Granger Greenway trail.
Hospice Vaughan was initially interested in using TRCA-owned lands located on the north side of
Rutherford Road and east of Islington Avenue, in the City of Vaughan. Preliminary review of the
site uncovered numerous constraints for the building envelope including:
1) an existing Area of Natural and Scientific Interest;
2) the long term stable slope;
3) limit of the Greenbelt;
4) Regional Municipality of York proposed widening of Rutherford Road; and
5) noise levels on Rutherford Road do not provide a tranquil environment for a hospice.
A new site has been identified on the east side of Islington Avenue, north of Rutherford Road
(Attachment 1). TRCA and Vaughan staff are working with Hospice Vaughan to develop a site
plan that integrates with the existing natural features of the land and conforms with municipal
requirements.
Hospice Vaughan has requested that TRCA enter into a lease of the site under the following
terms and conditions:
Lease Agreement
1. Area: approximately 2.8 acres (1.1 hectares) of land;
2. Term: up to 50 years less a day;
3. Lease Payment: $12.00 per annum, plus HST;
4. Capital Investment: Hospice Vaughan is responsible for all building and site
improvements;
5. Insurance: Hospice Vaughan will provide a minimum of $5,000,0000 in commercial
general liability insurance;
6. Tax and Utilities: Hospice Vaughan will be responsible for all applicable property taxes
and utilities;
7. TRCA will have exclusive right of ingress and egress across the lands for use by TRCA
employees, their equipment and machinery;
8. Subject to Hospice Vaughan carrying out due diligence to assess the feasibility of the site
for development.

RATIONALE
Entering into a lease agreement with Hospice Vaughan would allow for the development and
operation of the first hospice facility to serve the City of Vaughan. Staff recommends supporting
this project by providing the lands to Hospice Vaughan for a nominal lease rate of $12.00 per
annum, plus HST.
The proposed development by Hospice Vaughan supports TRCA's 10 year strategic plan by
providing a connection to the healthcare industry, connecting the hospice with the natural
environment and providing an opportunity to demonstrate sustainable building and operations
best practices in a healthcare setting.
Hospice Vaughan will be a valuable addition to The Living City Campus plan, one of Canada’s
largest collections of sustainable buildings and research practices. This will provide TRCA with
greater exposure to the health care sector and allow for an enhanced ability to analyze the
ongoing positive effects of sustainable development.
FINANCIAL DETAILS
Hospice Vaughan will be responsible for all costs associated with building and site improvements
as well as maintaining and operating the proposed development. This includes any applicable
taxes and utility charges.

BACKGROUND
The Regional Municipality of York has requested the conveyance of certain lands for the
expansion of Major Mackenzie Drive West (east of Regional Road 27) and extension of Major
Mackenzie Drive West (west of Regional Road 27) to allow municipal road access to the lands
being developed surrounding Major Mackenzie Drive West near Regional Road 27 in the
northwest area of the City of Vaughan. The project includes extensive grading and construction
of wing walls as part of the bridge crossing of the Humber River.
The subject lands east of Regional Road 27 form part of a larger acreage acquired by TRCA from
Jofian Holdings Limited on July 27, 2009, under the Natural Heritage Lands Protection and
Acquisition Project, 2001-2005, Humber River watershed. The subject lands west of Regional
Road 27 were acquired by TRCA from Doris Dalton on April 5, 1984, under the Humber River
Flood Plain Lands Component of the Land Acquisition Project.
The Regional Municipality of York has conveyed lands to TRCA over the years for nominal
consideration of $2.00 and has requested that the TRCA lands required for the expansion (east of
Regional Road 27) and extension of Major Mackenzie Drive West (west of Regional Road 27) in
the City of Vaughan, be conveyed for nominal consideration of $2.00.
The subject lands required by the Regional Municipality of York are located within the Regional
Storm flood plain and Regulated Area associated with the Humber River. A permit application
pursuant to Ontario Regulation 166/06, as amended, is presently being reviewed by staff and will
be brought forward to a future Executive Committee meeting.
Plantings
All lands disturbed by construction will be stabilized and, where deemed appropriate by
TRCA staff, revegetated with native woody and herbaceous plant material in accordance
with existing TRCA landscaping guidelines. A landscape plan will be prepared as part of
the permit application submission.
FINANCIAL DETAILS
The Regional Municipality of York has agreed to assume all legal, survey and other costs involved
in completing this transaction.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region

Wilson Avenue, in the City of Toronto (TRCA Lands);

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region
Conservation Authority (TRCA) is in receipt of a request from Outfront Media Canada L.P.
(Outfront Media) to enter into a lease agreement to construct and operate two electronic
advertising signs located at 7060 Jane Street (Black Creek Pioneer Village North), City of
Vaughan, Regional Municipality of York, Humber River watershed;
WHEREAS it is in the opinion of TRCA that it is in the best interests of TRCA in furthering
its objectives, as set out in Section 20 of the Conservation Authorities Act, to cooperate
with Outfront Media in this instance;
THEREFORE LET IT BE RESOLVED THAT TRCA enter into a lease with Outfront Media for
the use of approximately 50 square feet, more or less, said land being Part of Lot 1
Concession 5, City of Vaughan, Regional Municipality of York;
THAT the lease with Outfront Media be subject to the following terms and conditions:
(i) that the term of the lease be for five years, with three further renewal options of
five years each, at TRCA’s sole option;
(ii) that consideration be the greater of:
(a) $60,000.00 per annum plus HST, or
(b) 35% of annual gross revenues plus HST;
(iii) that Outfront Media shall be responsible for any permitting approvals required for
the construction and operation of the electronic advertising signs;
(iv) that Outfront Media shall be responsible for any costs associated with the
construction and operation of the electronic advertising signs and associated
equipment;
(v) that TRCA receive up to 5% of the available advertising time at no cost to TRCA;
(vi) that the final terms and conditions of the agreement be satisfactory to TRCA staff
and solicitor.
THAT an archaeological review be completed with any mitigative measures be carried out
to the satisfaction of TRCA staff at the expense of Outfront Media;
AND FURTHER THAT the authorized TRCA officials be directed to take the necessary
action to finalize the transaction, including obtaining necessary approvals and signing
and execution of documents.

BACKGROUND
Outfront Media has approached TRCA to lease lands located at 7060 Jane Street (Black Creek
Pioneer Village North) in the City of Vaughan for the purpose of constructing and operating two
electronic advertising signs. Outfront Media is in the business of out-of-home advertising. They
have undertaken a number of initiatives to reduce their environmental footprint such as:
(i) recycling polyethylene products which are then used in the production of secondary
molded/extruded products such as landscaping materials, railroad ties and custom blending
for thin film/sheet products;
(ii) repurposing polyvinylchloride products for secondary application such as coverings; and
(iii) replacing existing light fixtures (metal halide, fluorescent) on displays with energy-efficient
LED units thereby reducing power consumption by up to 70%.
Negotiations have been conducted with Roy Dzeko, Real Estate and Business Development
Associate with Outfront Media. The lease rate falls in line with similar leases held by the City of
Toronto and allows for TRCA to share in any gross revenue growth while maintaining a
guaranteed basic rental rate.
A plan showing the location of the subject lands is attached.
Lease Agreement
The area subject to this lease consists of approximately 50 square feet, all of which is located on
tableland.
The following are the key terms of the proposed lease arrangement:
1. Consideration: the greater of;

a. $60,000.00 per annum plus HST to be increased by 2% per year; or
b. 35% of gross annual revenues plus HST;
2. Term: five years with three renewal options of five years each, at TRCA’s sole option;
3. Insurance: Outfront Media will provide a minimum of $5,000,000 in commercial general
liability insurance;
4. Taxes and Utilities: Outfront Media will be responsible for all applicable property taxes and
utilities;
5. Site Restoration: Outfront Media will remove all equipment and restore the site to the
satisfaction of TRCA within 120 days of termination of the lease.
As part of the agreement, TRCA will have access to up to 5% of the available advertising time at
no additional cost.
DETAILS OF WORK TO BE DONE
Upon TRCA approval, the necessary other approvals required to bring the lease into effect will be
pursued.

The revenues generated from this lease will be used for TRCA purposes.

BACKGROUND
TRCA’s existing elevation and imaging data is from 2002, and is a photogrammetrically derived
elevation model, with vertical accuracy (only +/-50 centimetres vertically) and low density (10
metre intervals). TRCA would like to improve the topographic and base mapping information to
advance TRCA’s abilities in floodplain mapping, flood vulnerable area assessment, vegetation
mapping, trail planning and other land management interests.
LiDAR is a remote sensing technology that uses airborne lasers, with high vertical accuracy (+/-
10 centimetres) and has the capabilities to identify all features in the landscape (trees, buildings,
etc.). This type of high resolution imaging would drastically expand TRCA’s ability to map and
model the landscape.
With the need to upgrade TRCA's elevation and imaging data, TRCA staff recommends
purchasing LiDAR data from Airborne Imaging Inc. Airborne Imaging Inc. has the largest, privately
owned LiDAR data library in North America, and collected LiDAR data in TRCA’s entire
jurisdiction (2,486 square kilometres) from 2014 to 2015. This is the only provider with LiDAR data
for TRCA’s jurisdiction, as there are no other public or private organizations with this dataset. The
acquisition of this jurisdiction-wide dataset would greatly reduce or eliminate the need to contract
each new floodplain mapping update separately. Furthermore, it would reduce the turnaround
time for product delivery and staff time spent in procurement. By purchasing TRCA’s entire
jurisdiction coverage it would provide TRCA with the best “per unit area” costing.
TRCA has purchased approximately 137.4 sq. km of LiDAR data for project specific needs.
Therefore, TRCA would purchase the remaining 2,348.6 sq. km of LiDAR data to complete the
dataset for TRCA’s entire jurisdiction.

RATIONALE
Given Airborne Imaging Inc. is a reliable, experienced provider of high resolution, top quality and
cost effective LiDAR data acquisition and processing services, staff recommend awarding
Contract #10002207 to purchase the remaining LiDAR data for a complete data set of TRCA’s
entire jurisdiction to Airborne Imaging Inc. on a preferred source basis at a total cost not to exceed
$140,310.40, plus HST, as the cost proposal submitted by Airborne Imaging Inc. provides fair
value for their product. This approach is in compliance with TRCA's Purchasing Policy
requirements under Section 9.3.3 which states:
The required goods and services are to be supplied by a vendor or supplier having
specialized knowledge, skills, expertise or experience that cannot be reasonably provided
by any other supplier.
FINANCIAL DETAILS
The upset limit for Contract#10002207 is $140,310.40, plus HST. A portion of the funding will be
recoverable from the Region of Peel ($20,000) and the National Disaster Mitigation Program
($70,000). The remaining funding is identified in TRCA's annual operating budget from TRCA's
municipal funding partners. Airborne Imaging Inc. has agreed to allow other municipal partners
in TRCA’s jurisdiction to purchase the data from Airborne Imaging at a reduced rate of $44.8 per
sq. km should this contract award proceed as described.

Airborne Imaging Inc. will supply TRCA with the following product within four to six weeks of
signed authorization:
A classified point clouds (LAS v1.2), including features in the landscape (i.e., bare earth,
and low, medium and high vegetation).

ESRI Binary format.
Imagery of landscape (1 m hill shade, bare earth and full landscape features) in Geotiff
format.

Block 40/47. The amphibian wetland in the valley replaces the features and functions of
an existing 0.30 ha amphibian pond located within a proposed subdivision. The wetland
is to be built in phases due to the on-going construction of the pedestrian and servicing
bridges.

The remainder of the wetland will be constructed following completion of the bridges and
removal of the temporary access road needed to construct the bridges. The existing
pond provides habitat for a variety of amphibian species. Due to the timing of the
construction of the first phase and the life cycle needs of some of the amphibian species,
additional habitat that will support amphibians is required and will be constructed at the
expense of the owner on property that is being managed by TRCA under agreement
with the Ontario Heritage Trust near Kortright Conservation Area. This is to ensure that
the populations and diversity of amphibian species are not lost through the future
development process.
