CARM Guidance Provided to CTA by the CBSA
Information for Transporters/Freight Forwarders
Following the implementation of CARM Release 2 (R2) on May 13, 2024, transporters and freight
forwarders who are currently registered with the CBSA can continue to conduct business as they
do now without further action: their existing carrier codes and bonds will exist in CARM, and any
administrative paperwork will continue to be mailed to them.
All existing transporters and freight forwarders are encouraged to register for CARM Client Portal
as soon as possible, following R2 implementation on May 13, 2024, to facilitate streamlined
electronic communication between them and the CBSA, including the CBSA compliance group
on administrative matters.
Please note that once CARM R2 is implemented, transporters and freight forwarders in the
following situations will need to onboard to the CARM Client Portal (CCP):
o Any new transporter or freight forwarder looking to enroll with the CBSA for the first time;
o Existing transporters and freight forwarders looking to obtain a new bond, and;
o Existing transporters and freight forwarders needing to update their company information
(e.g., company address, contact information, etc.).
Ensuring Border Fluidity
The CBSA developed a multi-pronged approach to de-risk CARM R2 implementation to ensure
border fluidity, consistent with responsible border management practices.
o After careful consideration and analysis, the CBSA will enact a transition plan that will
include, (among other importer-centered measures,) a period of 180 days following
CARM R2 implementation during which all commercial importers in good standing will be
able to obtain release of goods prior to payment of duties, even if they do not post financial
security. This will mitigate the risk of increased ‘failed release at FPOA’ occurrences at
go-live.
After 180 days, there may be an increase in ‘failed release at FPOA’ scenarios. To avoid this, a
non-bonded transporter or freight forwarder may wish to consider becoming bonded in advance
or utilize the D4 CBSA Completeness Notices.
o Transporters and freight forwarders are advised to utilize the suite of CBSA D4
Completeness Notices to inform themselves prior to their arrival at the border about the
completeness of the declarations by importers and/or freight forwarders for the shipments
they are transporting.
