Uniforms,Equipment,DressCode,andAppearancePolicy
TheuniformsandoverallappearanceofthemembersoftheFSUPoliceDepartment(FSUPD),swornand
non‐sworn,areareflectionofitsprofessionalismandintegrity.AllmembersoftheFSUPDshallpresent
aneat,clean,andwell‐groomed appearancewhile on duty.Uniformedmembers shallwearuniforms,
equipment, and accessories as prescribed. While on duty, civilianmembersareexpectedtowear
appropriate business attire. All members, uniformed and those wearing civilian clothes, shall always
practiceanddemonstratetheproperpersonalhygienethatisanabsoluterequisiteforthededication,
commitment,andprofessionalismthatcharacterizetheessenceofthisDepartment.
Procedure
A. UniformedPersonnel
MembersassignedtodutiesrequiringthewearingoftheDepartmentaluniformshallwearonlythe
currentapprovedissueduniformandotheritemsofapparelasprescribed. Members shallensure
thattheiruniformisclean,pressed,correctlyfitted,andthattheleathergearandshoesareshined
and in good repair. Personnel assigned to a special detail shall dress appropriately for the
assignment.
1. Police Dress Uniform Class A. Thisuniformconsistsoftheblacklongsleevepolyshirt,tie,
trousers,blacktrouserbelt,blackshoes,blacksocks,ascot(issuedonlytomembersassignedto
Honor Guard duties), appropriate insignia, gun belt with authorized weapon(s), authorized
accessories, and raincoat, rain pants, and jacket (as needed). The Chief of Police at his /her
discretionmaywearawhitedressuniformshirtinlieuoftheblackpolyClassA.
a. NomemberswiththerankofSergeantandbelowshallwearcollar bass of any kind.
Lieutenant’s andCaptain’s collarbrass shallbe worn parallel with the leading edgeof the
collar,adjacenttothestitching,andmidwaybetweenthetipofthecollarandthetopedge
ofthecollar.DeputyChiefandChiefcollarbrassshallbewornparallelwiththetopedgeof
thecollar,startingatthestitching,midwaybetweenthetopandbottomedgeofthecollar.
b. Socksshallbeblackincolor.Theyshallnotbefrayedand/orfaded. Members having a
medicalconditionmaywearsockswiththefootportionofanother color. However, the
exposedportionofthesockmustbeblack.
c. White,athleticsocksarepermittedtobewornonlyifthewearing of a uniform boot
preventsanyportionofthesockfrombeingvisible.

d. The gun belt, weapon(s), radio, and accessories shall be worn as prescribed. Wearing the
gun belt, weapon(s), radio, and accessories with the uniform may be suspended under
certainconditionsbywrittenauthorityoftheChief.
e. Thejacketmaybewornasneeded.Whenwearingthepolicejacket,apolicebadge(metal
orembroidered), shallbe wornon theoutermost garment. Thebadgeshall beworn over
theleftbreast,inthespaceprovidedontheparticulargarment.
f. TheChiefofPoliceorhis/herdesigneemayrequirethewearingofDepartmentissuedClass
Aheadgearforspecialevents,ifissued.
g. OuterballisticvestsareprohibitedfrombeingwornwiththeClassAUniform.
h. SwornmembersmaywearFSUPD‐issuedblackandgold‐coloredservice longevity hash
markson theleft sleeve of Class A shirts with each year representingfiveyearsofsworn
servicecalculatedbytotalnumberofyearsofswornserviceasfollows:
1) 0‐4years=None;
2) 5‐9years=Onebar;
3) 10‐14years=Twobars;
4) 15‐19years=Threebars;
5) 20‐24years=Fourbars;
6) 25‐29years=Fivebars;
7) 30‐34years=Sixbars;etc.
2. PoliceDutyUniformClassB.Thisuniformconsistsofeithertheblackshortsleeveorlongsleeve
polyshirtwithouttie,ablackteeorwhiteV‐neckteeshirtwithshortsleeveuniformshirtonly,a
black crew neck, turtle‐neck or mock turtle‐neck with long sleeveuniformshirt(allvisible
portionsoftheundershirt must be completelyplain),blackuniformtrousers, blackbelt,black
shoes,blacksocks,appropriateinsignia,gunbelt,weapon(s),radioandauthorizedaccessories.
TheembroideredClassCshirtisnottobewornwiththeClassBtrousers.Raincoat,rainpants
andjacketareauthorizedtobewornasneeded.
a. CollarbrasswillbewornasspecifiedinSectionA.1.a.above.
b. All sworn members will adhere to the uniform of the day to maintain uniformity. During
specialeventstheChiefofPoliceorhis/herdesigneemaydeterminetheuniformoftheday.
ThewearingoftheDepartmentissued baseball cap may be mandatory for any event as
directedbytheChiefofPoliceorhisdesignee;otherwise,theheadgearwillbewornatthe
swornmember’sdiscretion.
c. SocksshallbewornasspecifiedinSectionsA.1.b.andc.,above.
d. Thegunbelt,weapon(s),radio,andaccessoriesshallbewornasprescribed.
e. ThejacketmaybewornasspecifiedinA.1.e.above.
f. Swornmembersmayrequesttowearsuspenders(TacticalDutyBeltSupportSystem).The
swornmembermakingtherequestshallfirstconsulttheTrainingCoordinatorforguidance
pertainingtoapre‐approvedmanufacturerandsafetyconsiderations.Thepurchaseofthe
suspenderswillbeacostincurredby therequestingswornmemberuponapprovalbythe
Chief.
g. An approved outer ballistic vest for the Class B uniform may beworninlieuoftheinner
ballisticvest.

3. PoliceDutyUniformClassC.ThisuniformconsistsoftheBlackBDUpantsorblackshorts,worn
withanapprovedandissuedembroidereduniformshirt,trouserbelt,blackteeshirt,orwhiteV‐
neck tee shirt, gun belt, weapon,radio, andauthorized accessories. A black long sleeve form‐
fitting shirt, either crew, turtleneck or mock turtleneck may be worn underneath the Class C
uniform shirt during cold or inclement weather, all visible portions of the shirt must be
completely plain. Raincoat, rain pants and jacket, are authorized as needed. The Class C BDU
pantsorshortsarenottobewornwiththeClassBshirtorClassBouterballisticvest.

orwhiteV‐neckteeshirt,trousers,blacktrousersbelt,black shoes, black socks, appropriate
insignia, gun belt, weapon(s), radio and authorized accessories. Raincoat and jacket shall be
wornasneeded.

b. ThewearingofDepartmental issued head cover is atthediscretionoftheswornmember
unlessmandatedbytheChiefofpoliceordesigneewhileondutyandinuniform.

5. PoliceBicycleUniform.Thisuniformshallconsistof:
a. Department‐issuedbicycleuniformshirtswithembroideredbadgeontheleftbreastand
theword“POLICE”inreflectiveletteringontheback.Theshirtshallalsohavethelastname
oftheswornmemberembroideredabovetherightbreast.Ablacklongsleeveundershirt,
either crew, turtleneck or mock turtleneck may be worn underneath the bicycle uniform
shirt when riding in cold or inclement weather, all visible portions of the undershirt shirt
mustbecompletelyplain.Theregularuniformshirts,trousers,shallnotbecombinedwith
thepolicebicycleuniform,withtheexceptionoftheUniversityPoliceballcap.
b. Blackbicycleshorts.
c. Blacklongpantsdesignedforbicycleridingincoldorinclementweather.
d. Black bicycle helmet. The bicycle helmet shall be worn level ontheheadwiththestrap
securely fastened under the chin. The bicycle helmet shall havetheword“POLICE”in
reflectiveletteringoneachsideofthehelmet.Wearingofthebicyclehelmetismandatory
whenoperatingthepolicebicycle.
e. Mandatorywearingofprotectiveeyewearwhenoperatingthepolicebicycle.
f. Whiteorblackankle‐heightathleticsocks.

g. Blackgunbelt,weapon(s),andradioandauthorizedaccessories.
h. Predominantlyblackprotectivebicyclingglove.
i. Blacktennisshoes,withexteriorportionsoftheshoebeingpredominantlyblackincolor.All
accentcolorsshouldbesubduedcolorsandnotbrightandshouldbelimitedtosmalllogos
andminoraccentsonthesoles.Anyshoethatisnotcompletelyblackissubjecttoreview
andrefusalbyCommandStaff.
j. Thisuniformshallnotbewornforspecialeventassignmentsnotspecificallyrequiringthe
wearingofthisuniform.
k. The outer ballistic vest issued for the Class C uniform must be worn in lieu of the inner
ballisticvest,unless themember hasaClass C shirt designed for innerballisticvest wear.
The Class C outer ballistic vest will have the word “POLICE” in reflective lettering on the
back.
6. Police Motorcycle Uniform. Thisuniformshallconsistoftheregularswornuniformwiththe
followingexceptions:
a. Motorofficeremblemonuniformshirtonchestoverrightpocketabovenameplate.
b. MotorofficeremblemunderFSUPDpatchonleftarmofdutyuniformshirt.
c. Specialform‐fittinguniformpants.
d. Blackmotorcycleboots.
e. Black,protectivemotorcyclegloves.
f. Blackmotorcyclehelmetwithmotorofficeremblemonfrontofhelmet.Thehelmetwillbe
equippedwithappropriateradiocommunicationsequipment.
g. Protectiveeyewear.
h. Coldweathermotorcyclejacketwithreflectiveword,“Police,”onback.Thebadgeshallbe
wornontheleftbreastportionofthejacket.
i. A black long sleeve form‐fitting shirt; either crew, turtleneck or mock turtleneck may be
worn underneath the Class B or Class C uniform shirt when riding in cold or inclement
weather,allvisibleportionsoftheundershirtshirtmustbecompletelyplain.
j. The outer ballistic vest issued for the Class C uniform must be worn in lieu of the inner
ballisticvest,unless themember hasaClass C shirt designed for innerballisticvest wear.
The Class C outer ballistic vest will have the word “POLICE” in reflective lettering on the
back. An approved outer ballistic vest for the Class B uniform may be worn in lieu of the
innerballisticvest.
7. Police Summer Uniform. Wearing of the summer uniform is authorized, unless specified
uniformwearisrequired.Thisuniformshallconsistof:
a. Department‐issuedClassCembroidereduniformshirt.TheClassBuniformshirtshallnotbe
combinedwiththepolicesummeruniform,withtheexceptionoftheUniversityPoliceball
cap.
b. Department‐issuedblackkneelengthcargoshort.
c. Whiteorblackankleheightorlowquarterathleticsock.
d. Blacktennisshoes,withexteriorportionsoftheshoebeingblackincolororlowquarterto

B. SwornPlainClothesMembers
Sworn members assigned to the Investigations or Administrative Sections shall wear suitable
businessorbusinesscasualattire.Clothingmustbeneat,clean,wrinkle‐free,andofaprofessional
nature and style. Section supervisors may authorize other types of suitable clothing for special
details or assignments. Plain clothed sworn members shall wear the following department issued
itemsincluding,butnotlimitedto,duringtheirassignment:
1. Serviceweaponandholster
2. Badge
3. Radio
4. Handcuff’s
5. Extramagazine
C. Non‐UniformSupportPersonnel
All non‐uniformed civilian members are expected to dress in a professional and businesslike
manner.Workattireshallbebusinessorbusinesscasual.Clothingmustbeneat,clean,wrinkle‐free,
andofaprofessionalnatureandstyle.Denimjeans,“cut‐offs,” tee‐shirts, miniskirts, sweat suits,
tanktopsandshortsofanykind;flip‐flops,tennisorathletictypeshoesareprohibitedfrombeing
wornonduty.Dresscodestandardsmaybetemporarilysuspended,andcasualorotherdressattire
approvedforspecialeventsordesignated“casualdays”byauthorizationoftheChiefordesignee.
D. UniformedSupportPersonnel
Civilianmembers,forwhomauniformhasbeenprovided,shallwearthecurrentapprovedissued
uniform.Civilian members,for whomuniforms havebeen provided,are divided into two uniform
categories:paramilitaryuniformedandcivilianuniformed.
1. Paramilitaryuniformedincludesthefollowingpositions:
a. SecurityGuards.
b. PublicSafetyOfficers(PSO’s).
Paramilitaryuniformedsupportmembersshallensurethattheiruniformisclean,pressed,correctly
fitted, and that the shoes are shined and in good repair. The above‐mentioned positions shall
adhere to the same grooming standards as sworn members. Shoes shall be black, undershirts, if
worn,shallbewhiteorblackandsleevesnotextendingfurtherthantheuniformshirtsleeve.Socks
shallbe blackin color.White athletic socksmay beworn ifthe employee is wearing boots which
completelypreventthesocksfrombeingvisible.
2. Civilianuniformedincludesthefollowingpositions:
a. PoliceCommunicationsOfficers
b. PoliceServiceTechnicians
c. ParkingPatrollers(Transportation&Parking)
d. Technicians(Transportation&Parking)
Civilianuniformed members shallensure thattheiruniform isclean, pressed,correctly fitted,and
thattheshoesareingoodrepair.Shoesshallbeblackifissueduniformtrousersareblack.

E. HairGroomingStandards
1. SwornMembersandParamilitaryUniformedSupportPersonnel
a. Hair.Hairontopoftheheadwillbeneatlygroomed.Thelengthorbulkofthehairwillnot
beexcessiveorpresenta raggedunkemptappearance.Whencombed,itwillnotfallover
theears,eyebrows,ortouchthecollarexceptforcloselycuthairatthebackoftheneck.
Thehairofuniformedfemalemembersmaytouchtheshirtcollar, but not fall below the
collar’s edge. It may cover a portion of the ear. Long hair must be worn in a manner
conformingtotherequirementsofthissectionofthegeneralorder.
Conspicuoushairornamentsandbizarreorunusualhairstylesarenotauthorized.
ExceptionstothisstandardmaybesuspendedbyauthorizationoftheChiefordesignee.
b. ArtificialHairpieces. Swornpersonnel or non‐swornpersonnel requiredto wear a uniform
shallnotwearwigsorhairpiecesondutyexceptforcosmeticreasonstocoverbaldnessor
disfigurement.Awigorhairpiecemustconformtothehairregulationsasspecifiedin
SectionF,above.
c. Sideburns.Sideburnswillbeneatlytrimmed.Thebasewillbeaclean‐shavenhorizontalline.
Sideburnsmaynotextenddownwardbeyondthelowestportionoftheearopening.
2. CivilianUniform(Non‐Paramilitary)andNon‐SwornSupportPersonnel
Hair.Hairontopoftheheadwillbeneatlygroomed.Thehairwillnotpresentaraggedunkempt
appearance.Radicalhairstyles,ornamentsandcolorsarenotacceptable.
C. FacialGrooming
1. SwornMembersandParamilitaryUniformedSupportPersonnel:
Ifamustache,beard,and/orgoateeisworn,itwillbekeptneatlytrimmedandtidy.Thebeard
orgoateelengthwillnotexceedaquarterinchinlength.Ifonlyamustacheisworn,noportion
ofthemustachemayextendbeyondthecornersofthemouthorwillfallbelowalineparallel
withthebottomofthelowerlip.
Membersshallnotbeallowedtoweara“tuft”ofhairunderthelowerlip.
2. CivilianUniform(Non‐Paramilitary)andNon‐SwornSupportPersonnel:
Anyfacialhairwornbycivilianuniformedpersonnelandnon‐swornsupportpersonnelshallbe
neatlytrimmed.
D. Tattoos,Brands,BodyMutilation,DentalOrnamentation,and/orBodyOrnamentation
Visible tattoos, brands, body mutilations, dental ornamentation, body pierces, and other body
ornamentations(hereafterreferredtoas“bodyornamentations”)willbestrictlyregulated.
1. Visibleincludesvisiblethroughtheuniformclothing.
2. Bodyornamentationsthatareprejudicialtogoodorderanddiscipline,orthatareotherwise
harmfultothereputationoftheFloridaStateUniversityPoliceDepartment,areprohibited.
3. Bodyornamentationonanyareaofthebodythatislikelytoassociatethememberwith,orthat
maybeinterpretedtoimplythatthe memberisadvocatinganyracist,sexist,extremist,gang,
criminal,ornationalorigindiscrimination,isprohibited.
4. Visible body ornamentation will not be obscene, indecent, sexually explicit, or advocate or
symbolizesex,gender,religious,ethnic,ornationalorigindiscrimination.
5. Visiblebodyornamentationwillnotbepermittedonthehead,face,neck,orscalp.

6. The use of gold, platinum, or other veneers or caps for the purposes of ornamentation is
prohibited. Teeth, whether natural, capped, or veneer, will not be ornamented with designs,
jewels,initials,etc.
7. Intentionalbodymutilation,piercing,branding,orintentionalscarringisprohibited.Examplesof
prohibitedintentionalmutilationincludesplitorforkedtongues;foreignobjectsinsertedunder
theskintocreateadesignorpattern;enlargedorstretchedoutholesintheears(other than
normalpiercing);andintentionalscarringthatisvisible.
E. CosmeticsandJewelry
Cosmeticsandjewelryregulationsareasfollows:
1. Sworn Members – Cosmetics if worn shall be subdued and match natural skin color. False
eyelashesarenotauthorized.Fingernailsshallbeneatlytrimmedandmaynotextendbeyond
the tips of the fingers. Fingernail polish, if worn, shall be clear or of a neutral solid color. No
bright colors, designs, gems, glitter or any other adornment will be permitted. Female sworn
membersmaywearsmallpostearrings.Necklacesshallnotbevisiblewhenwearingauniform.
Earringsshallnotbewornbymaleswornmembers,unlesswrittenauthorizationisgivenbythe
Chiefordesigneeforthepurposeofspecialassignments.
2. Paramilitary Uniformed Support Members – Uniformed support members required to wear a
uniformshalladheretothesamestandardsasspecifiedforswornpersonnel.
3. Support Personnel – Cosmetics, if worn, must be subdued and match natural skin color.
Fingernailsmustbecleanandtrimmed.
F. SwornMemberUniformAccessories
Thefollowingaredefinedasuniformaccessories:
1. Shoes. Footwear worn by uniformed employees shall be black, plain toed, and maintained in
goodrepairandpolishedtoahighgloss.Theheelsandsolesshouldbeskidresistant.Itisthe
responsibility of sworn members to utilize the Department‐issued shoe voucher to purchase
their footwear from an authorized business from an approved list of footwear. The sworn
membershallberequiredtopaythedifferenceifthefootwearselectedisvaluedatmorethan
theallowablelimitoftheshoevoucher.
2. Gun/Utility Belt and Accessories. All “leather” gear shall be worn as specified. (See Gun belt,
Weapon(s)andAccessoriesdefinitioninglossary)
3. Police Baton. The Departmental issued Rapid Rotation Baton (RRB) or the Monadnock
ExpandableBaton(MEB)shallbetheonlyimpactweaponissuedtouniformedswornmembers.
4. RaincoatsandRainPants.RaincoatsandrainpantsshallbeissuedbytheDepartmentandworn
asneeded.
5. TrafficVest.Alluniformedmembersshallwearthereflectivetrafficvestwhileperformingtraffic
controlduties.
6. BallisticVest.Acurrentballisticvestisissuedtoallswornpersonnel.[CFA14.10B]Wearingthe
vestismandatorywheninuniform.Swornmemberswillonlyweartheinnerballisticvestwith
shirts designed for inner ballistic vest wear. Sworn members may wear the appropriate outer
ballisticvestwithClassB,C,Motorcycle,BikeorSummerUniforms.
Somespecialeventsmaypermitswornmemberstonotweartheirballistic vests (i.e. events
whichexposeswornmemberstoextremeheatsforlongperiodsoftime).Theseeventswillbe
addressedonacasebycasebasisandspecificallypermittedbytheChieftosuspendvestwear.
In any event, the sworn member shall keep the vest readily available should circumstances

cause the need for them to leave the special event and respond toahigh‐riskincident.[CFA

Swornplainclothesmembersshallkeeptheirissuedvestreadilyaccessible.[CFA14.10A]
Ballisticvests shallbe worn duringpre‐planned, high‐risk situations, including, but notlimited
to:[CFA14.10C]
a. Executionofwarrants;
b. Whenassignedtocivildisturbancedetails;
c. Fugitiveapprehension;
d. Tacticaloperations;
e. Whenassistingotherlawenforcementagencieswithanyoftheactivitieslistedabove;
f. Whendirectedtodosobyasupervisor.
7. Tourniquet.Atourniquetwillbeissuedtoallswornpersonnel.Thewearingofthetourniqueton
thegunbeltorClassCballisticvestismandatorywheninuniformuponissuance.
K. BallisticEquipment
In addition to Ballistic Vest, required in Section J.(6), Ballistic Shields and Ballistic Helmets are
availableforusebyswornmembersandarestoredineachmarkedpatrolvehicleandimmediately
accessible.
The intended use of ballistic shields and ballistic helmets is to provide protection for sworn
membersinvolvedinsituationsthatmayleadtopotentiallyviolentconfrontations.
The wearing of ballistic helmets is authorized for Search Warrant Operations, Response to Active
Shootersituationsandanysituationoroperationthatposesahighriskofviolence.
Theintendeduseofballisticshieldsis toprovidecoverprotectionforswornmembersinvolvedin
situations that may lead to potentially violent confrontations. Ballistic shields may be used in
potentiallyviolentsituationsorasdictatedbycommandauthority.
L. ServiceandAwardPins
Servicepinsandawardsearnedinrecognitionofindividualachievementorspecialassignmentsmay
bewornontheuniform,centeredabovethenameplate.Ifmultiplepinsareworn,thepinswillbe
arranged according to size and shape (larger rectangular shaped pins, smaller rectangular pins,
followedbycircularpins).However,iftheemployeewearsaUnitedStatesFlagPin,thatpinshallbe
wornabove all other service pinsor awards. With the exception ofthe United StatesFlag Pin, all
pins and awards must be job related and have been approved by the Chief. The following are
authorizedpinstobeworn:
1. Thefollowingareauthorizedpinstobeworn:
a. FTO.
b. DARE.
c. SRO.
d. FBINA.
e. CFAAccreditation.
f. D.R.E.
g. MotorUnit.

h. Any other pin issued by the Department in recognition of outstanding service or
commendations.
2. Formal medals with ribbons awarded by the Department shall onlybewornonformal
occasions,tobeannouncedbytheChief.
3. The uniformbarrepresentingthe award maybewornonthe uniformshirt only. Whenworn,
thebar(s)shallbecenteredabovethenameplate,onthewearer’sright.Thesizeofthebarfor
uniformwearshallbe13/8”x5/16”(sizeissuedbytheDepartmentforuniformwear).
4. Theproperpositioningofeachindividualbarshallbeasfollows:
a. MedalofHonor:(Red,WhiteandBlue)shallbewornwiththeredsidetothewearer’sright.
b. MedalofValor:(Red)shallbeworntothewearer’sright.

M. Enforcement
1. It is the responsibility of unit managers/supervisors to effect compliance by their respective
employeeswiththedresscode.
2. Supervisionisauthorizedtorequireanemployeetomodifydressorgroomingwhensuchdress
or grooming would create a safety hazard to the employee or others,causedisruptioninthe
workplace,ordoesnotcomplywiththestandardsoutlinedinthisGeneralOrder.
3. If itis determined that anemployee’sdress and/orgrooming/hygieneis inappropriate and/or
not in compliance with the guidelines in this General Order, the employee will be counseled
verballyandmaybesenthometocorrecttheviolation.Anytimemissedfromworkasaresult
of such action will require that the employee’s schedule be flexed, or the absence may be
chargedtoaccruedannualleave.
Glossary
Body Ornamentation–toincludebutnotlimitedtotattoos, temporary decals, body art, body

Support Personnel – A non‐sworn member of the Department assigned to duties not requiring the
wearingofauniform.
SwornPersonnel–AmemberoftheDepartmentwhohastakenanoathtoupholdtheConstitutionof
theUnitedStates and ConstitutionoftheState of Florida, andwhoisauthorizedtomakearrestsand
carryafirearmintheperformanceofhis/herduties.
Uniform Accessories – The badge, collar ornaments indicating agency rank, name plate, award pins,
approvedspecialtyinsignia,andwhistle.
Uniformed Support Personnel – A non‐sworn member assigned to duties requiring the wearing of a
uniform.
