FIFRA SECTION 18 EMERGENCY EXEMPTION LABEL (Rev. 9/17/24)
This label is for use only when no suitable EPA-registered products are
available for use against FMDv, ASFv, and CSFv
AGENCY: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection
Service (APHIS)
CHEMICAL: Sodium hypochlorite (CAS# 7681-52-9)
APPLICATORS: USDAAPHIS, APHIS-approved partner laboratories, and those under APHIS
direct oversight.
% A.I.: Up to and including 12.5% sodium hypochlorite
USE RATE: 0.3% (3,000 ppm) solution of sodium hypochlorite
PESTS: Foot-and-mouth disease virus (FMDv)
African swine fever virus (ASFv)
Classical swine fever virus (CSFv)
EXEMPTION APPROVAL DATE: September 17, 2024 through September 17, 2027
USE SITES: Porous surfaces, a combination of porous and non-porous surfaces when the use site has
different surface types, or non-porous surfaces when there are no suitable EPA-registered products
available for use against the three viruses.
Use sites include, but are not limited to, any Federal, State, or private indoor or outdoor use sites, such as
agricultural equipment and facilities; transportation equipment and facilities; quarantine equipment and
facilities; laboratory equipment and facilities; and footwear/personal protective equipment associated with
the above use sites.
USE DIRECTIONS: Follow all applicable use directions, restrictions, and precautions on the sodium
hypochlorite product label and on this exemption label.
Persons diluting and/or mixing sodium hypochlorite solutions must wear Tyvek coveralls covered by a
Tychem apron or Tychem coveralls, nitrile, neoprene, or butyl gloves, and protective eyewear. Avoid
breathing vapors, vacate poorly ventilated areas as soon as possible, and do not return until odors have
dissipated. Persons in an area which cannot be properly ventilated or in which sodium hypochlorite
vapors cannot be avoided must wear a NIOSH approved respirator with an organic vapor (OV) cartridge
with any combination N, R or P filter with NIOSH approval number prefix TC 84A; or a NIOSH
approved powered air purifying respirator with organic vapor (OV) cartridge and combination HE filter
with NIOSH approval number prefix TC-23C; or a NIOSH approved gas mask with an organic vapor
canister with NIOSH approval number prefix TC 14G. Persons using 12.0% and 12.5% sodium
hypochlorite products must in addition have readily available an eye wash station and emergency shower
facilities.
Surfaces must be precleaned by removing extraneous organic matter, such as with detergent, rinsing, and
drying. When preparing the solution, use soft, moderately hard, or hard water containing no more than
400 ppm soluble salts. Add sodium hypochlorite to water; never add water to sodium hypochlorite.
Prepare a 0.3% (3,000 ppm) sodium hypochlorite: 1 part 5.25% sodium hypochlorite product to 16.5 parts
water; 1 part 8.25% sodium hypochlorite product to 26.5 parts water; 1 part 12.0% sodium hypochlorite
product to 39 parts water; or 1 part 12.5% sodium hypochlorite to 40 parts water.
Any outdoor treatments must be done in a manner that will minimize exposure of sodium hypochlorite to
the environment. Outdoor treatments must be done over an impermeable retention barrier (such as, but
not limited to, tarps with edges raised with swimming pool noodles, sufficiently large plastic trays, and
cement-lined excavations). Residue liquid on the tarps should be absorbed with materials such as, but not
limited to, sponges, clothes, cat litter, sawdust, or siphon, then disposed of properly.
Non-porous surfaces: 15-minute contact time. Keep surface wet for the duration of contact time,
reapplying solution when necessary.
Porous surfaces: 30-minute contact time. Keep surface wet for the duration of contact time, rewetting
with a minimum of 2 applications with at least 15 minutes between the first and last application.
After treatment, wash thoroughly all surfaces and equipment with water. Allow to dry before re-handling.
This is a nonfood/feed use.
PRECAUTIONARY STATEMENT: DANGER
KEEP OUT OF REACH OF CHILDREN This is a nonfood/feed use.

handling this product. Wash with soap and water after handling and before eating, drinking, chewing
gum, using tobacco or using the toilet. Avoid breathing vapors. Vacate poorly ventilated areas as soon as
possible. Do not return until odors have dissipated.
