DRIVER’S LICENSE
Before you follow the steps to get your drivers license, answer these questions:
Are you under the age of 18?
If the answer is “yes,” you will have dierent steps.

Do you need help learning how to drive?
If you need help learning how to drive in Oregon, you can get an instruction permit and get driver training.
Do you have a court issue?
If you are not able to get a drivers license because of a court issue, visit:
https://www.courts.oregon.gov/courts/Pages/default.aspx
to find the location of your court so you can get your issue fixed.
If you answered “no” to all three questions, follow these 10 steps.
*If you have a valid drivers license from another state, skip to step 3.

STUDY THE RULES
OF DRIVING IN OREGON.

FILL OUT THE APPLICATION
ONLINE.
You can get a copy of the Oregon Driver Manual at a local Driver
and Motor Vehicle (DMV) oice. You can also download a copy here:
https://www.oregon.gov/odot/Forms/DMV/37.pdf.
After you study, you can take a practice test here:
https://www.oregon.gov/odot/DMV/Pages/practice_test.aspx.
If you have a computer and internet, go to DMV2U and begin to
complete part of the application. Visit dmv2u.oregon.gov. This will save
you a lot of time in the DMV oice.
If you do not have a computer or internet, you can skip this step and
complete the application at the DMV oice.
If the online application is confusing or you do not want to do it, you can
skip this step and complete the application at the DMV oice.

STEP 3
MAKE AN APPOINTMENT
AT THE DMV OFFICE.
You can do this online or by phone.
If you want to make an appointment online,
visit dmv2u.oregon.gov.
If you want to make an appointment by phone, call
503-945-5000 and they will make the appointment
for you at a DMV oice near you.

STEP 4
GATHER YOUR
DOCUMENTS AND BRING
THEM WITH YOU TO YOUR
APPOINTMENT AT THE DMV.
You must show proof of your identity, date of birth and where you live in Oregon.
Here are the documents you can bring to show proof of where you live (pick one):
Any document accepted as proof of identity that also shows where you live (from Primary and Secondary Source
Documents).
A verbal statement from any person living at the same residence address you listed on your application. This person must
be with you and show proof of residence address.
Oregon vehicle title or registration card.
Utility hookup order or utility statement issued by the service provider.

Any document issued by a financial institution that includes your residence address.
Any item delivered by the United States Postal Service, FedEx or UPS sent by a verifiable business or government agency.
Any document issued by an insurance company or agent.
Any document issued by an educational institution.
A U.S. government-issued marriage certificate or license signed by a government oicial.
Rental/lease agreement that includes the original signature of the lessor or landlord.
A loan agreement, payment booklet/voucher or loan statement.
Paycheck, paystub, W-2 or 1099 tax form.
Medical or health benefits card.
Unexpired professional license issued by an agency in the U.S.
Current Certificate of Eligibility for Exchange Visitor (J-1) status (DS-2019).
Approved letter from Oregon State Hospital, homeless shelter, transitional service provider or halfway house dated within
60 days of your application certifying your residence address.
Letter on company letterhead from an employer certifying that you live at a non-business address owned by the business
or corporation.
Canadian birth certificate.
Report of Birth Abroad issued by a U.S. consulate (U.S. Consular Report of Birth Abroad, FS-240).
Foreign passport containing English or with English translation, not expired more than five years.
Driver’s license issued by another state, U.S. territory or Canada, not expired more than one year. Must have your
photograph. (Out-of-state, District of Columbia, U.S. territorial government or Canadian drivers license, instruction
permit or ID card that contains the applicants photograph, not expired more than one year unless hole-punched or
marked “Not Valid as ID.”)
Oregon driver’s license, instruction permit or ID card, not expired more than 13 years. It must have your photograph
on it.
Non-immigrant visa issued by the U.S. Department of State, not expired more than five years.
Temporary immigrant visa (I-551) issued by the U.S. Department of State, not expired more than five years.
Oregon Concealed Weapon Permit/Concealed Handgun License, not expired more than five years.
A Consulate ID Card, approved by Oregon DMV, not expired more than five years.
A letter verifying identity provided by an Oregon County Community Corrections agency, approved by Oregon DMV.
A letter verifying identity provided by the Oregon Youth Authority, approved by Oregon DMV.
List of “primary” documents you can bring to show proof of your identity (Pick one):
There are two ways that you can show proof of identity. You can either show one document from the
primary” list or two documents from the “secondary” list.

A letter verifying identity provided by the U.S. District Court Probation Oice, approved by Oregon DMV.
Oregon Department of Corrections Release Identification Card, issued after April 30, 2005.
U.S. immigration or naturalization documents, not expired more than five years, including:
U.S. Citizen Identification Card (I-179 and I-197)
Resident Alien Card or Permanent Resident Card (I-551)
Temporary Resident Identification Card (I-688)
Re-entry Permit Form (I-327)
Refugee Travel Document Form (I-157)
Employment Authorization Document (I-688A, I-688B, I-766)
An Oregon student body card.
U.S. or foreign certified school records.
An Oregon Job Corps Identification Card.
A W2 or 1099 tax form for the current tax year.
A court document issued by a court in the U.S. that shows the applicant is a party to the judicial proceeding and which
contains court signatures and seals. Acceptable documents are:
Gender, name change or both.
Adoption, guardianship, custody or child support.
Judgment of dissolution or annulment of marriage.
A court document issued by a bankruptcy court that shows the applicant is a party to a bankruptcy proceeding.
U.S. government-issued marriage license, domestic partnership or Certificate of Record of Marriage.
Border Crossing Cards (DSP-150, I-185, I-186 and I-586).
A birth certificate, marriage license, drivers license, military ID card, passport or voter card issued by a foreign
government.
A letter issued by the Oregon Health Plan, if dated within the last year.
U.S. military discharge papers.
List of “secondary” documents you can bring to show proof of your identity (Pick one):
Do not forget to bring money to pay the fees.
If you have a drivers license or ID card from another state,
you must turn it in to the DMV.
If you have an old drivers license or ID card from Oregon,
you must turn it in to the DMV.

STEP 5
TAKE AN EYE EXAM.
The DMV will test your vision to make sure you can see clearly
and drive safely. If you take the eye exam while wearing glasses
or contacts, you will need to wear them when you drive.
STEP 6
PAY $5 AND TAKE YOUR
KNOWLEDGE TEST
FOR DRIVING IN OREGON.
The test will be taken at a DMV oice.
The test is available on a computer or on paper. You can ask for an audio version of the test if you need it.
There are 35 multiple-choice questions on the test. You have to answer 28 questions correctly to pass.
The test is available in these languages:
Arabic Korean
Chinese Russian
English Spanish
Japanese Vietnamese
If you are able to take the test in English, it may help you, because sometimes the translations are not easy to

SCHEDULE YOUR
DRIVING TEST.
The driving test can be taken at a DMV oice or at
a private business that oers driving tests.
If you want to schedule a driving test at a DMV oice, you can do this online or by phone.
If you want to go online to make your appointment, visit dmv2u.oregon.gov/.
If you want to make your appointment by phone, call 503-945-5000.
If you want to schedule a driving test at a private business, you can find the list of approved businesses and
their phone numbers here: https://www.oregon.gov/odot/DMV/docs/Class_C_Testing_Business_Map.pdf.
Private businesses that oer driving tests have more appointments available, but they are much
more expensive than taking the test at a DMV oice.
It will cost $9 to take a driving test at a DMV oice.
It will cost $60, $65 or $75 to take a driving test at a private business.

If you are taking your driving test at a DMV oice:
Bring a passenger vehicle with a current registration and valid proof of insurance.
To show proof of insurance, you can use any one of these:
A valid insurance card.
A current vehicle liability insurance policy or binder.
Pay $9 and take your driving test.
If you are taking your driving test at a private business:
A car with insurance will be provided for you to take your driving test in. You will need to pay the fee
directly to that business.
STEP 8
TAKE YOUR DRIVING TEST.
Go to the DMV oice or to the private testing business where you
made the appointment.

PAY $60 FOR THE LICENSE
AND HAVE YOUR PHOTO
TAKEN AT A DMV OFFICE.
You cannot wear these things in your photo:
Eyeglasses.
Sunglasses.
Hat or head covering (other than religious).
Contacts that change the appearance of the eye.
Face paint.
Stickers or bandages.
Anything that covers your face or changes how you look.
